Doesn't gain the spell counter until after the card resolves, do in other words it has to have a spell counter on it at the time of activation.

in terms of Magical Citidal of Enymion...if another feild spell is activated it will be destroyed...its abillity will not cover that...that is why the Spellcasters Command Structure deck came with one feild barrier... to cover that opening in the cards defenses..
