The old circuses had side shows and one of the common side shows was a snake handler (the Lady of the Snakes). My guess is the potion was probably some kind of folk potion with some profound and long-lasting sedative effect. Before modern pharmacology virtually all peoples made their own potions and salves from native roots, plants, animals and reptiles. My grandmother made salves passed down for generation in her family. That's the best guess I can give you.
