I keep constantly getting asked how to dash like this. To save time I'm just going to write down the instructions in the description.
1 - STARTING THE DASH (PS3, Type A controls):
Press R3 to commence dash. About 10% of your health will be invested for this. Wesker will sprint forward at high speed.
2 - WHAT TO DO AFTER STARTING THE DASH
You have only a few choices. The first one is to simply push left or right to slightly veer during the sprint.
Secondly, the Knee Cannon. This attack does fatal damage on normal Majinis, but stronger enemies (including the Agitator) will not die instantly if they have not been damaged enough beforehand.
Additionally, you can turn at a 30 degree-ish angle, or turn around completely. You can only turn a maximum of 3 times, and you can only turn up until Wesker's 2nd sprinting step (watch his feet if you must).
3 - HOW TO TURN
Pressing left or right plus the Run button (X), or alternatively, hold left or right and then press X. You can also do 180º turns by pressing down and X. As mentioned before, you can only turn a maximum of 3 times, and only during a short time window. If you can't turn then you're doing it wrong. Try again until you can.
4 - ADVANTAGES
Needless to say you'll travel over great distances faster, but the dash will also deal some damage and it stuns enemies for your partner to melee on. If you dash through the same Majini twice, then your partner will be able to perform his super attack (like Haymaker, Ghost Butterfly, etc.) As for the damage the Dash deals, I don't know, but I do know that on a freshly spawned Majini, 5 Dashes are enough to kill them. Moreover, you get time bonuses from Dash kills too, as well as with the Knee Cannon. Finally, you're virtually invincible while Dashing. I don't think any enemies or any explosions will touch you (but I could be wrong).
5 - DISADVANTAGES
First and foremost, you lose some health when you start the Dash, but it's quite a small amount and very manageable. Needless to say you shouldn't use the Dash if your health is anywhere near 25%, as the next Dash will leave you in Caution state (orange meter) and as you know this will hinder your regular speed. It doesn't affect the Dash whatsoever but you'll be wasting health senselessly.
Dashing may sometimes be a stupid idea since some obstacles will cause Wesker to brush past them and promptly stop. If you aren't careful around certain spots or objects, like corners and oil drums, you will have used up health for nothing.
It's really tricky to control Dashing and turning accurately, even the Knee Cannon requires some strange timing to connect. But practice makes perfect!
The build-up state will leave you wide open, although Wesker does lower his body, if timed right you can even dodge some thrown objects at you, which will then fly past you. So use it wisely, opportunities will rise differently for each situation.
I dont understand. I pressed the X (im playin on PS3) but the dash is still the same. I cant even get him to at least turn around. Im really confused.

@MegaZero76 Yes, I would imagine some select people wouldn't understand detailed instructions on how to get one feature of the game to work.

I've never been a big fan of this mode and when I did play it I always thought what the hell you are losing health just to dash a bit quicker? Holy crap was I wrong. I didn't realise you could do so much bad ass shit. Massive likes for the video man. =)
