Yes, technically, however the way it is used would classify it as a launch. Technically, flywheel systems are almost the same as an elevator cable lift, except the motor is a lot more powerful, yet there's no controversy over that. Oh, I also forgot Atlantis Adventure at Lotte World.

Nope. I can recall at least three that do that (excluding Takabisha): Powder Keg at Silver Dollar City was the first, Maverick, and Fluch von Novgorod at Hansa Park in Germany are the ones I remember.
