The problem is that whites ran away from the problems in the cities they helped cause, took up residence in exclusive communities elsewhere, and then decided they didn't want to pay the taxes on cleaning up their own mess. To cater to this white flight, malls sprang up so that businesses in city centrals evaporated, and jobs vanished. Now these whites blame the victims.
