Looking in R. F. Gellerman's excellent International Reed Organ Atlas, the nearest I can find to the name you gave is Johann Kepszely of Neusohl, Austria- Hungary, now Banska Bystrica.
Could you spell that name, and maybe some names of (all) the stops....
