lol yea man. its actually about street dogs. if u watch the Loyalty documentary, they wrote the song while touring in and supporting the CAPITALIST economy of mexico.

He's referring to actual dogs that live in Mexico. Also, both the the capitalists and communists were sleazy scumbags in the Cold War so by busting one's chops you're really just kind of a rebel without a cause.
