Bail Out Update

Changes:
* You will bail out with the walk button (just like before) and you can also jump out from any vehicle or seat and become a ragdoll like in GTA by pressing reload.
* The ragdoll will take damage.
* I also enabled bailout on other vehicles (cars and such)
* You will no longer need to re-weld the seat after bailing out because now it will create a new seat instead and put you in it.
* Added console commands to disable and enable bail out and jump out on cars and seats.
* Added "resource add file" so players joining a server will download the contents.
* Fixed some other small bugs.
