    I think his art served its double fold purposes. His art not only got noticed and delivered messages, but also made the city clean the dirty wall. Some artists know that things are neither absolute nor permanent. Some artists enjoy the action of creating. His art definitely effected changes. Congrats :-)

    I would presume because that is the law? If you ask other way, "should someone get fined for spraypainting a heart", then I would answer that that depends purely on -where- the heart is spraypainted.
