Nimue gathered an army of remnants of magical beings and waged war against humanity. Because of prior events (mostly Rasputin's doing) dragon was awake and its cell was cracked so it could leak to the soul of Nimue. Nimue slowly became an avatar of the dragon, as close to being free as it can get without actually being free.

For everyone who got confused: Ogru Jahad is the big bad in Hellboy comics starting from first issue. It is the seven headed dragon that was created by rebel angels in the beginning of the universe. It is chained beyond the void but can reach out to unique minds and manipulate them. All of Hellboy's arc was a big struggle between Hellboy and bad wizards etc. who were controlled by The Dragon. It has been prophisized many times tha The Dragon and Hellboy will fight in the end and that'll bring--

Of course it's a dragon in a metaphorical sense. The Ogdru Jahad are much more similar (in fact they were inspired by) Lovecraft's Old Gods.
