Thats another problem, you can never tell if the bike was correctly driven during the break-in. This will only come to light if the bike loses more power after 20.000 Km than on that has been properly broke-in.
a bike with less then 5000Km can also be abused, but its less likely cause the owner baught it new(ask if he's the first owner) and i dont think anyone would be that stupid to f*ck his own brand new bike up, so i guess your quite safe if you want to buy a nearly new motorcycle
Yeah, could probably skip a lot. Although, A lot can happen to a bike in a short time if abused. I would check what is covered under the warranty. Ask about oil changes etc. Did they follow the break-in procedure?
im buying one to, exept, im buying one thats not older than 1 year, so it still has waranty and then you know its pretty new and you practicly dont have to look at all this.

Also bike should be rejetted if the airfilter has been changed from stock to high performance airfilter.
