On the top is roman goddess "Victoria" riding a wagon. In nazi times it was changed to the "Germania".
The "Columbia" (Lady Liberty) was the personification of the american freedom, same goes for "Marianne" and "Germania" in the french and german revolutions. The mythological source of all those are the same. They are derived on roman goddesses of liberty and victory.
Just a little history about the roots that connect us europeans and americans. Sry for beeing such a smart ass.
