@clana56 You open up the archive and drag the *.esp file and other folders to Fallout 3/data/ then activate the files using either the (broken) fallout launcher by pressing Data Files and check it or use FOMM - Fallout mod manager.
Google for "How to install Mods for Fallout 3", the guide on FalloutNexus is pretty good.
