Actually no it's not. it was a movie done by David Cage's studio to show what his game "Heavy Rain" was going to bring to the table in the ways of emotion.

The voice actor sounds like she's either partially deaf or has downs syndrome. Silent Hill 2, 3, and 4 are older than this and convey much better facial emotion.
