can you unlock different cars like in the arcade version? i remember id always use this black muscle car

Yeah, but it works differently.
The (original) arcade version only had 1 extra car (the muscle car) that was unlocked my mileage, and more miles just added more paint jobs for that car. In the home versions, there are a lot more extra cars, and you unlock them by collecting coins.

the dreamcast and ps2 version slightly harder because at 1.05 that stretch has windmills to avoid and also at 1.40 u get trains running past there aswell.

What you're describing is the normal "Single Race" and "Circuit" modes. While this is the time trial mode, or "Ghost Race" as the game calls it. It's in all versions of the game. It's different from those other modes. As I wrote up in the description:
"In "Ghost Race", all shortcuts are automatically opened so there are no switches, and obstacles not inherently part of the road are removed (such as the big ass fans)."
[...and windmills and trains.]
You also can't use the wings...
