@XxXLucozadeXLoverXxX Plus if the Doctor did come then children would want to watch it and because Torchwood isn't a kids show they wouldn't be allowed or they would be scared mentally for a long time. Also the Doctor can't be everywhere at once which I think is half this story sometimes the humans have to battle with him.
