Things Matthews evidently doesn't know: Texas in it's union annexation reserved the withdraw as a state and become FOUR states (8 senators) not six. Texas never ceded it's public lands to the Union There's a conflict with White vs. Texas (USSC) and Grants presidential order on the issue.
