Its a display enlosure. They usually have a few hundered koalas at each park, and through out the day will change them, so they only have to stay in there an hour or two and dont get bored.
in the middle they have built tree like structures, but so they can put in a constant supply of food for them to nom nom on.
Koalas are kept very safe and always looked after. They just have a naturally bored look on theyer face is all.
