@yayasquirrel it takes that long because most of the time the state gets the wrong man look at James Baine and the other dude in texas and possibly troy davis. the death sentenced is the max you can be convicted of so the state has to get it right with no errors or mistakes if you are senteced to life based on how the jury feels you can fight to over turn it. a life sentnced must also be right and no mistakes.
