My best guess is that this is the Green tour of 1989 as Michael Stipe is wearing a hat and has hair. That was their last tour for 6 years when Stipe accepted his impending baldness by sporting the shaved look.

If you see the whole show, he goes from wearing the suit and hat to nearly nothing.

He ends up with the crazy pony tail! watch some of the other songs. I was there and it was one of the best tours.
