Military or criminal investigation response? Is that the question? Answer..Military because of the threat created by the nexus between terror orgs. and rogue govts....Again the real threat is the nexus itself, not the parties to it. I'm trying to imagine the call from Interpol to the Taliban on 9/12 saying "we need your help". We have no experience winning wars with PR(hearts and minds), at least when not preceded by a thorough defeat of the fighting enemy as in Germany or Japan--PR comes later
