Yes, Russia had to spend a large percentage of their GDP because their planned economy was so inefficient. A large percentage didn't equal a large sum though, since the whole country was poor. Modern Russia, capitalist, have much easier to maintain and develop their armed forces. On top of that Russia have all the nukes they need, China only have a few nukes.

@EdT586 The truth is that technological breakthroughs have made smaller and more expensive armies much more potent. Neither Chinas partially obsolete and too large armed forces, nor USAs also to large and somewhat aged armed forces would fill that role. I would bet Russia will have the most powerful armed forces in the near future.
