KTX, the high-speed train of South Korea since 2004, is passing by the platform of Cheonan-Asan station, with speed of more than 290 km/h. (180 mph)
Cheonan-Asan station is the only station in Korea located on the exact middle of the high speed track, where it's possible to see the bypassing train running in its full speed.

most high speed rail runs at around 300km/h
it is similar to how most express way around the world have cars driving at
around 100km/h or so.
because that is the most reasonable speed to operate such vehicle with today's technology.

That's like saying Ford copied Daimler.
French technology is different from Japanese.
each have its own advantages and disadvantages.

Korean KTX bought it's train from French TGV.They both have the same speed.
