Socialism doesn't have to go along centrally planned economy. Socialism can even exist in a free market economy. The only thing is that there have to be restrictions (minimum wage, higher taxes, schools, hospitals, power plants and transport has to be owned by government). Only then it is possible for everyone to have a job, a home, access to health care and education (even college education). Even though the EU is far from being a purely socialist country and even further from being a purely capitalist one, the model of the EU shows its superiority in achieving welfare amongst its population.
