I've never heard of a "Perryman Hawk" and Google has yielded no search hits, even with the spelling modifications I could think of to type in. Do you have a scientific name/ evidence for why you think it's a "Perryman Hawk?"
Red-tailed Hawk: the cream-colored breast and dark spots arranged in a "belly band" across the chest are probably the best field marks in this video. Its posture does strike me as odd; it could be that it was injured somehow. I work at a raptor rehabilitation center and you'd be surprised at the number of times an injured bird will come to the vicinity of a person's house and just sit there...

Its a Red tailed male hawk , they are smaller than the females, and yes it does appear to have an injured wing.
