As a singer, Tom Waits is FAR more skilled than Leonard Cohen - the only thing that might make you think otherwise is that Cohen has a smoother voice - but he's very one-note. Waits, on the other hand, is a very versitile singer, who uses his voice, quite purposefully, as suits the song. For a sampling of what he can do with his voice, I'd recommend listening to "Lie To Me", "Walk Away", "You Can Never Hold Back Spring", "Don't Go Into That Barn" , "November", "Who Are You?" and "Falling Down".
