Not sure what you mean? I have no restrictions on comments or PM's that can be sent to me. Could be a youtube glitch. I am having problems myself sharing and sending PM's. Maybe it's not a glitch, if you know what I mean.

Check your account settings under "Privacy" and uncheck the first checkmark. I was having the same problem, even though I had unchecked it when I signed up.
