yes it does, thats one thing people overlook when regarding it's manuveability is that it has proportionaly huge control surfaces, it's tail wings are as large as some fighter's main wings, and yet they are very quick and responsive to the flight controls. the rudders are used as the airbrake by turning them in opposing directions because the plane does not have a separate airbrake.

is it just me or did the f22 front part of wing move up and down?.. whats that supposed to be

That did move. Its the leading edge slat that helps keep airflow attached to the wing at higher angles of attack. The F-22 is as far as I know, one of the first aircraft to have slats that move differentially and collectively to control airflow.
