Part of famous J.F. Kennedy inaugural addres. As always, he uses many rhetorical devices. Like the famous two sentences "ask not what your country can do for you! Ask What you can do for your country!" are also the pattern that is repeated in many famous speeches. This is the pattern of putting two opposite ideas next to each other. It's called antithesis.
