Business IT depts are reluctant to upgrade immediately to new browsers because they usually cause too many problems. This is why it is the IT policy of many LARGE companies to always remain at least one release behind current - that way the eager masses test the software for you and you always end up with a well tested solution with all the bugs ironed out. It works out safer and cheaper - that's what it comes down to. The IT boss doesn't give a turd about giving the users a nice browser ;)
