@Ivan7167 What happened is that Billy didn't want the Soviet audience to feel like they were being watched. This video is from his `87 tour of the USSR and parts of each show were filmed for a documentary that was made about this historic tour. That meant that adequate lighting had to be used for the filming during some parts of the show. Billy knew that in most events like this, the people were used to being watched by the government. He didn't want the people thinking that was the case then.

Maybe he's worried about the audience in the concert hall. Perhaps the conflict arose because of "language barrier"! Now this would not have happened in Russia, because right now in this country many people speak English! It was a simple misunderstanding with the administration of a concert hall.
