If folk are mean, they may infact be mentally ill; if one is mentally ill, and is of diminished responsibility, then it is not legally right to expect person to respond to any request.
Furthermore if you instruct a diminished responsibility person to do something you could be prosecuted for incitment etc., even if the act is not done.
