It took 7 shots to destroy a panther which only had 4% health remaining...

I had that happen to me... I was playing some AI and his Sherman went out of control but took one last potshot at my Panzer IV and destroyed it!
I was like: O_O wtf.
also I had a Flak 88 and it owned a Greyhound, but the greyhound crashed into the cannon and blew it up.

Grupp Steel is strong! American AT shells just bounce off the german steel like rain on rock!

i would not say wtf. That is not odd or anything. Panthers side armor is kind of a protective and that at gun was so close that penetration was impossible cause bullet didnt get enough air-time. ( at guns need long distace that they are effective and in close range at's dosent penetrate almost anything.)
It is just a at guns weakness. Move ur at's further from tanks and BOOM it will be effective
