F.E.M.A. (Federal Emergency Management Agency) is a cover for a secret "continuity of government" plan in case the American people ever rebelled, that was exposed publicly by Congressman Jack Brooks. It is designed to give all control of government and states over to the president and FEMA, suspend the constitution.
Readiness Exercise 1984 (Rex 84) was an armed forces exercise conducted on behalf of the United States federal government to test our military's ability to detain large numbers of American citizens in case of civil unrest or national emergency.
The military exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government.

I was just reading an article about this and it says they are saving for a time that where the situation gets out of control, lets say people start to rebel, they will have this martial law out on them. today they are doing the emergency test and lets not forget people are out there protesting. it's also strange today is 11/9, opposite of 9/11.

I am still continuing the fight against them, but as hard as it is for me to say, I don't think we can really avoid this global takeover.
It seems like we only can stop a fraction of the powerful legislation being put into place to destroy our country and world.
