The teacher is speaking in French with the photograph because the movie takes place in France. He wants to speak only in english to the children to help them learn the language better. That's why they don't always understand.

how about this:
The teacher is obviously speaking in English but speaks to the photographer in French.
The photographer is speaking french and the boys are probably french too.
The subtitles are German.
Too many languages!
