I think the reason for the achievements being the way they are in this game... is because this was a... 'release' game for the 360, wasn't it? And... the Xbox 360 first introduced Achievements. Soo... as a result, the achievements of arbitrarily finding secret TVs are made into something more 'spectacular' than they really are.

The achievements do unlock bits of concept art and short videos, I think you can find them in the "extras" section on the menu.
