why distilled water? Is it critical?

You need to do what you feel best. I was taught that most water has minerals and trace elements that may discolor acrylics over time. Most acrylic makers suggest using distilled water and many of my professors did as well. Just got in the habit of using it and got a distiller many years ago. Just think it best for my work.

my paper curls like crazy after i put it on the gel!

Sounds to me as though you may not be using enough gel for it to adhere properly. Or, it is developing a skin before you attach the paper.
