more reps, less weight = agility
less reps, heavier weights = brute strength

It's not the size of the weight that matters- it's the number of repetitions you do. I also use heavier weights but I used that size to demonstrate that people can start out with smaller sizes. It's not the size of the dog in the fight, it's the size of the fight in the dog.
