I agree the police were scum (given the cover-up in the years that followed), but they were actually correct to open Gate C. In doing so, they prevented a disaster from happening outside the ground. Where they fouled up, monumentally, was in not closing the tunnel leading into pens 3 and 4 once they were full. That allowed a huge disaster to happen *inside* the ground. And it meant the crush on the terraces would have happened regardless of whether Gate C stayed closed.
