No, the car can not be left up. The air will bleed out and the car lowers automatically.
When the airbags aren't inflated, the handling will remain the same as it was before they were installed. The weight difference is very minor (<5 lbs per shock) on this kit and it's sprung weight above the springs (not unsprung weight).

Can the car be left "up"?
Is the handling affected at all when the lift isn't in use? (aside from weight addition)
