it can be read a number of ways(revolt, rebellion, disorder, upheaval, and even chaos), you have to figure out in what context they are trying to use it, and stop being so literal. in this case 乱, as by going by the OST tags and basing it off the character for this song, looks like War.....which is also a revolt of some kind, correct?

they could've also put the title under Revolt or Rebellion, but again, going by the OST tags, the song is called War.
