I can't recall where I read it, but supposedly it came down to a matter of michael being unhappy with the limitations of sound quality that the game could generate, so for artistic reasons, he just didn't want credit for it because he wanted it to be better but that doesn't at all debunk that he worked with sega and created however many pieces for the game

It wasn't his place to make that kind of choice, they could have been working together and just didn't have enough time to make more, so they used the music anyway

People are wondering why Sega dropped michael jackson from making music for the game WELL i got the scoup they lost contact with MJ after he was caught trying to touch Tails in an inappropriate manner
