For those who insist upon building homes and/or communities amongst trees, they are not going to be helped by state and/or federal government assuming the risk/s. After all, there is no shortage of treeless land to occupy, in California. Forest fires are nature's way of managing forests, even though it is inconsistent with people's desires. Given the choice via innovation not hampered by an unnecessary diversion of capital, they would quit felling trees and do something else that pays better.
