You must be keeping excellent water quality b/c often times from my experience if I do regular water changes and my bioload next to nothing (meaning no fish and only coral and inverts), it takes a long time to get any skimmate. And yet my nitrates are practically below trace level.
Drop your water level to the bottom of the collection cup. The smaller dia. tube is your neck and it is for dry foam to start. If thats a new skimmer it will take a couple of days to break in (the oils from your hands and from the manufacturing of the skimmer need to wear off). If you leave your water level where it's at it will over flow when the skimmer starts working.
From my experience, building my own protein skimmer, nothing happened as far as the top of the water column was concerned, until there was some protein in the water. My level started an inch from the top. When the brown scum appeared it floated on top of the bubbles and then built up then eventually slipped over the side into the collection cup. I did move the level closer to the top becaus the scum was just sitting there almost going over. Adjust the level once that brown protein scum appears.
you have to lower the water level of the protein skimmer in your sump
