This is the famous "Spouting Horn" on Kauai's south shore (on Lawa'i road near the town on Poipu.) This geyser is made by large ocean waves that shoot through a hole in the old lava rocks. An old Hawaiian legend states that a giant lizard, or "Mo'o," once lived in this area, and attacked anyone who came near the beach to fish or swim. One day a man named Liko entered the water. When the mo'o attacked, he escaped through this geyser hole, or "Puhi." The mo'o became stuck in the hole and remains there to this day, and the groaning from the hole made by the waves forcing air out was thought to be the groaning of the stuck lizard. It's an interesting sight, and it shoots up every time a wave comes through. If you're in Kauai be sure to make a short detour to see this, especially at sunset.
