the interresting thing about gauss canons was that they didn't produce much heat (from what I recall from Mechwarrior 2, which is obviously old... played on my 486DX4 :D).
Pulse cannons however, are energy based weapon. They deal less damaga but as mentionned : allow you to spray out a bit more, which gives you more chances to hit your target. They also create less strain on your cooling system.
Less damage, less heat, more chances to actually hit something ^^

"game balance"? no, its about what you need. why go out to some bastard with 8 ppcs on him or whatever without having what you need to COUNTER them? IF you have good aim, and you have all weapons with limited ammo, (like you said), then you can blow that Atlas' head clean off :) same with the next. a pulse laser isn't going to go up against a dude with an LBX 20 or an ULTRA AC 20 :P just too powerful for the little dude. :P

Sure gauss rifles do a lot of damage and have no heat, but they are limited due to being amunition based weapons.
As such, pulse laser are less powerfull, but they are still good weapons because they have other interesting aspects I already mentioned ;)
