It's probably reassuring to citizens to know that police will be whizzing by you if you need them. It also seems rather overly hopeful that "terrorists" will be "scared off" by loud sirens and flashing lights, although this tactic might work well on infestations of evil spirits. Sure burns a shitload of gas, anyway.
