You make a good point, but perhaps Zinn would make himself clearer by making a distinction between the state and government (as a practice). One could be against the state, particularly its repressive and coercive institutions, but still support particular programs of government. If Zinn agrees with this distinction (which I think he would), then he can support government programs while crying foul about THE government ie the state and not be a hypocrite.
Yet, Howard still promotes every domestic government program under the sun. Which is a contradiction, and makes him a hypocrite. This is the problem with most politicos today. They know the State lies and does evil and horrendous things, yet as long as the State is doing those things in the way THEY like, they'll support it all the way.
You just can't take that kind of stance seriously.
