This is a longer licks with a lot of moves on the fingerboard - so: the beginners should try only some parts of the lick - just to avoid frustrating if it does not happen to play the whole shi in a row..... I always try to combine more traditional blues/pentatonic stuff with interestesting melodies and some outside notes. I think part of this lick is dorian mode along with some chromatics. but maybe the guitar teachers here could give a better theoretical statement. If you have learned the notes (start to learn only 4 at one time, than the next 4 - bring them together, then the next 4 and so on) try to move this fingerings to the 13. Fret too! The same Lick/Fingering (different notes of course) will sound nicely "outside", And if you play some C-Pentatonic after this - everybody will be happy again... :-)
