Just like if there were no germs in the world, we wouldnt be able to live, because we need certain germs to live. Having no criminals would throw off the balance of our current world, and that would make things worse than it already is. And people would fear that they would be accused or that they had done something wrong and be self conscious about their actions.

Kira, you said that you would scrub this world of its filth and prevent any more from surfacing. You cant prevent germs from surfacing, and no matter how much you scrub the floor, it just wont come clean if you know what I mean. And even if you did get rid of all the germs, what would you do after that? And everything would be unbalanced. The police would lose their jobs, they would get lazy.
